The court has found 84-year-old artist Vladimir Ovchinnikov from Borovsk guilty of discrediting Russian troops because of an anti-war graffito depicting a girl and bombs (Part 1 of Article 20.3.3 Administrative Code of the Russian Federation). He was fined for 35 thousand rubles. According to lawyer Andrei Kritsky, the picture's message is given: "the author is categorically against civilian casualties, which are inevitable during hostilities."

After the special operation started in Ukraine, the artist created about a dozen pacifist graffiti in Borovsk.

Vladimir Ovchinnikov is a famous artist, local history expert, social activist, creator of wall paintings in the city of Borovsk, Kaluga Oblast. In 2015, he created a gallery of city residents who were repressed during the Stalin era, but the authorities painted it over 45 days later. The artist created a second gallery the following year. It existed only for a day.
