As suggested by activist Oleg Stepanov, the guards in a car with the Safety Guarantor’s logo came to disperse the protesters who do not allow to start the reclamation of the radioactive mortuary and the construction of the expressway in its place. At the same time, the PSC employees refused to wear badges and to show permits for security guard activities — because of this, Pavel Tarasov, the Moscow Ñity Duma Deputy from the Communist Party, called the police.

The police initially ordered the guards to wear badges and then decided to detain the PSC employees.

The Safety Guarantor Private Security Company works on the construction site of the planned Ecotechnopark Shies in Arkhangelsk Oblast and prevents local protesters from getting to the construction site of the object that they consider illegal. Eco-activists and security guards had big conflicts several times, and criminal cases were opened against two PSC guards. The guards hide their faces.

According to the Kontur-Focus, the Safety Guarantor PSC has received state contracts for 2.5 billion rubles since 2016. One of the largest contracts in 2018 was a contract for 1.1 billion rubles from the Highways Moscow State Company.

The South-Eastern Chord is a planned multilane highway in Moscow. It's construction planned to be finished in 2025. One of its sections should go through the nuclear waste mortuary created between the 1940s and 1950s near the Moscow Polymetal Plant. At the same time, officials claimed that the construction site would not affect the mortuary itself and the background at the construction site was normal. Late in January 2020, Sergei Sobyanin, the mayor of Moscow, admitted the presence of a radioactive hazard and promised to remove radioactive waste, but not those that are at the site of future construction work.

Greenpeace of Russia and eco-activists found several centers of radioactive radiation on the site of the future road. They believe that as soon as the construction begins, contaminated soil might crop up which will increase the number of oncology diseases in the area of work.
